The LLNL Packaging and Transportation (P&T) Program has a depth of experience and world-class expertise in supporting radioactive material packaging certification efforts.

Scope

The scope of the mission is to provide support to the DOT, NRC, DOE & NNSA packaging certification processes.

This is accomplished by:

• Direct support to the packaging certification processes is provided by performing independent, thorough and defensible technical reviews on safety-related documentation, which includes confirmatory analysis and evaluation, as needed.
• Assuring that the packaging safety basis for design, testing and operation are compliant with regulatory requirements, to assure public safety, to provide uniformity of the evaluation process, to provide a quality assurance review, and to achieve efficiency in the certification process. SARP applications are reviewed against the requirements in Title 49 of the Code of Federal Regulations, Parts 173 through 178 (i.e., 49CFR173–178) and Title 10 of the Code of Federal Regulations, Part 71 (i.e., 10CFR71).

• Performing independent technical reviews and confirmatory analysis of Safety Analysis Reports for Packaging
• Development of regulatory guidance documents, operational guidance documents, and consensus standards
• Providing technical training to applicants, reviewers, and regulators from around the world
• Performing packaging quality assurance audits and field assessments
• Designing and analyzing testing methods and procedures
